Violence erupted in Faizabad on 22 October after an idol of Goddess Durga was stolen from a local temple. Former BJP MLA Lallu Singh was blamed for arson and looting. Another BJP MLA, Ramchandra Yadav, was charged with giving a hate speech. The police have filed not one chargesheet in 70 firs. Deepak Agarwal (DM) and Ramit Sharma (SSP), who launched a hunt for illicit weapons, were shifted in two weeks.

Despite being convicted in November in a land allotment scam, IAS officer Rajiv Kumar was reinstated as Principal Secretary (Appointment and Personnel) after the high court stayed his conviction. (He had signed Durga Shakti Nagpal’s suspension order.) Two other IAS officers implicated too were brought in: Lucknow Commissioner Sanjeev Sharan and Social Welfare Commissioner Rakesh Bahadur.

IAS officer Himanshu Kumar was posted as divisional commissioner, Allahabad, in June but removed within 24 hours after he began a probe in illegal sand mining reportedly patronised by an SP MP. PUCL has challenged his removal at the high court.

In December, Vidya Shankar Singh, ADM, Etawah, was asked to get donations for a festival held in the memory of a nephew of SP supremo Mulayam Singh Yadav. He visited an LPG bottling plant of the IndianOil Corporation, where he met manager Sandeep Yadav, a brother-in-law of SP MP Dharmendra Yadav, one of Mulayam’s nephews. Singh was suspended for asking for donation from the state’s first family.

Sudarshan Singh, an Indian Forest Service officer posted in Mulayam’s hometown Etawah, was suspended in July last year on the day he was retiring. He had failed to issue a no-objection certificate for a land on which an associate of PWD Minister Shivpal Singh Yadav, who is Mulayam’s brother, wanted to set up a CNG station.

Navneet Kumar Rana, Gonda SP, was transferred in February after three months as he refused a bribe from a Samajwadi Party leader KC Pandey, an alleged cattle smuggler whose trucks he had seized. Rana tapped Pandey’s phone and lodged a criminal case against him, charging him with criminal conspiracy. Akhilesh made Pandey head of the Uttar Pradesh Council of Sugarcane Research, with the rank of a minister of state.

The topper of 2009 UPSC civil service examination, Rampur DM Shubhra Saxena, a graduate of IIT Roorkee, was shifted out in June within six months of being posted there after running foul of the Urban Development Minister Azam Khan.

PCS officer Hari Shankar Pandey, who blew the whistle on a Rs 1,400-crore scam in the Rural Engineering Service Department, quit in July after he was chargesheeted for “conducting the inquiry in a wrong way”. He has challenged the chargesheet at the Allahabad High Court.
